Article 1 Title
Section A. This organization and or club will be listed as the Central Cropper & Pouter Club and was established in 1976.
Article 2 Goals & Purpose
Section A. It is the goals of the C.C.P.C. and its members to promote honesty, friendship and good sportsmanship.
Section B. We will encourage and support fair competition amongst all exhibitors at the shows.
Section C. The C.C.P.C. will affiliate with, encourage participation and good relations and leadership with the pouter and cropper fancy.
Section D. The C.C.P.C. will be accepted and recognized as an affiliated club of the National Pigeon Association.
Section E. The C.C.P.C. will recognize and promote all standard breeds of pouters and croppers as written and adopted by the National Pigeon Association.
Section F. To assist and advise juniors and novice.
Article 3 Membership
Section A. Membership to the C.C.P.C. is available to anyone. He/she must comply with the by-laws of the C.C.P.C. .
Section B. Dues shall be on a year to year basis. The month that you join is the month the following year that your dues expire. A month (30day) grace period will be granted to each member before termination of their membership occurs.
Section C. Yearly dues to the C.C.P.C. are $10.00 per year per person for adults 18 years of age or older. $20.00 per year per person for foreign country and Canada. $5.00 per year per person for junior members under the age of 18.
Section D. A free lifetime membership may only be granted to a recipient of the "Master of Achievement" award. This high honor may only be granted unanimously by the "Selection Committee" President, Vice-President and the Secretary/Treasurer of the C.C.P.C. .
Section E. Only members 18 years of age and older may vote and he/she must have been a paid member for 30 days of their membership. The Sectretary/Treasurer will confirm this date.
Section F. Any member at any sanctioned C.C.P.C. meet that is not a paid member, or any existing members dues are expired before judging of their show entry breed shall not be allowed to collect any awards that the C.C.P.C. and its members have sponsored. This includes but is not limited to champion, reserve champion, best of, grand or reserve champion overall and color class awards.
Article 4 Termination of Membership
Section A. If dues are not paid on your anniversary month that you joined, or within the 30 day grace period then your membership is automatically terminated.
Section B. In the case of a dishonorable act committed by a member, a 30 day deliberation by the President, Vice-President and the Secretary/Treasurer of the C.C.P.C. will occur. Only by a unanimous decision may the dishonorable party or parties be terminated as a member of the C.C.P.C. for a lifetime.
Section C. If the President, Vice-President, or Secretary/Treasurer is involved in a dishonorable act, the remaining officers may repremand as described above in Section B.
Section D. All parties that are involved in a dishonorable act will be allowed to state their case to the officers of the C.C.P.C. with no witnesses being allowed for comment.
Section F. Any member that raises his/her voice in a serious degrading, profane manner or shows unsportsman like conduct, causes a scene or disturbance to any fellow member or judge at a show or any club function will be suspended from the club immediately. No more of his/her birds will be judged and this individuals membership could be terminated from the C.C.P.C. . These types of violent outbursts of misconduct will never be tolerated by the C.C.P.C. .
Article 5 Club Meetings
Section A. All C.C.P.C. meetings will take place at a sanctioned C.C.P.C. meet as long as there is an officer representing the club present. The President will announce the meeting and call it to order. The Secretary/Treasurer shall keep a record of the minutes of the meeting, and report it in the bulletin to the members of the C.C.P.C. .
Section B. Each officer that is present of the C.C.P.C. shall give a report of goals and insight to be set in motion for the future of the C.C.P.C. and its members. The President or residing officer will adjourn the meeting.
Article 6 Achievement Programs

Article 7 Officers
President
Section A. The President is the chief officer in charge of the C.C.P.C. His/her term of service is for 4 consecutive years.
Section B. He/she shall call all meetings to order and adjourn all meetings. He/she is the last and deciding vote on any and all voting matter of the C.C.P.C. .
Section C. He/she can appoint a replacement to any vacancy that occurs within the officers positions of the C.C.P.C. and may call an election if the Vice-President and Secretary/Treasurer agree.
Section D. Assist with the C.C.P.C. bulletin by providing a message regarding issues and club matters and personal preferences with an unbiased opinion.
Section E. Promote the C.C.P.C. and its members. He/she must always show a high character, honesty, be a good sportsman and have total support and devotion to the C.C.P.C. while serving their term in office.
Section F. Failure to uphold these by-laws and duties of the Presidency of the C.C.P.C. could result in a termination as listed in Article 4 Section C .
Vice-President
Section A. His/her term of service is for 4 consecutive years.
Section B. He/she is the first to vote on any and all voting matters of the C.C.P.C. . In absence of the President he/she may call a meeting to order.
Section C. In the absence or vacancy of the Presidents office, he/she will automatically assume the position of the President and all of the responsibilities that accompany this position. If this should occur he/she and the Secretary/Treasurer will appoint a new Vice-President of the C.C.P.C. .
Section D. Assist with the C.C.P.C. bulletin by providing a message regarding issues and club matters and personal preferences with an unbiased opinion.
Section E. Promote the C.C.P.C. and its members. He/she must always show a high character, honesty, be a good sportsman and have total support and devotion to the C.C.P.C. while serving their term in office.
Section F. A failure to uphold these by-laws and duties of the Vice-Presidency could result in a termination as listed in Article 4 Section C.
Secretary/Treasurer
Section A. His/her term of service is for 4 consecutive years.
Section B. He/she is the second to vote on any and all C.C.P.C. voting matters.
Section C. In absence of the President and Vice-President he/she may call a meeting to order. He/she is responsible for reading the previous meetings minutes and recording the minutes at each C.C.P.C. meeting and reporting it in the bulletin to the members of the C.C.P.C. .
Section D. He/she is solely responsible for the publication of the club bulletin and must provide a message regarding club issues and matters and personal preferences. He/she must keep an unbiased opinion with discretion as to the content of information that is published in the C.C.P.C. bulletin.
Section E. The member that holds the office of Secretary/Treasurer of the C.C.P.C. will not pay dues during their term in office.
Section F. He/she is solely responsible for all debits and credits of the C.C.P.C. treasury and must provide a detailed financial report in the club bulletin and all club meetings that he/she attends.
Section G. It is also the responsibility of the Secretary/Treasurer to update the Constitution and By-laws should any new amendments be made and report it to the members in the club bulletin.
Section H. Promote the C.C.P.C. and its members. He/she must always show a high character, honesty, be a good sportsman and have total support and devotion to the C.C.P.C. while serving their term in office.
Section I. Failure to uphold these by-laws and duties of the Secretary/Treasurer could result in a termination as listed in Article 4 Section C.
Article 8 Voting
Section A. You must be 18 years of age and a paid member for 30 days to be allowed to vote.
Section B. Any club issues or matters that require voting must be submitted in writing to the Secretary/Treasurer of the C.C.P.C. .
Section C. These issues will be announced in the club bulletin and a motion read by the Secretary/Treasurer during an announced club meeting. All issues will require a 75% majority in favor of vote by the members in attendance, and a 2/3 majority in favor of vote by the officers of the C.C.P.C. .
Section D. Voting will only occur during a scheduled announced club meeting. It will be the responsibility of the Secretary/Treasurer of the C.C.P.C. to report the results to the membership in the club bulletin.
Article 9 Amendments to the Constitution
Section A. This could occur only by a 75% majority in favor of vote by the entire members of the C.C.P.C. and a unanimous in favor of vote by the President, Vice-President, and Secretary/Treasurer of the C.C.P.C. .
Section B. The Secretary/Treasurer shall add or change the passed amendments, and a new Constitution and By-Laws will be published and signed by the officers of the club and then a new copy will be mailed to the entire membership of the C.C.P.C. .
Article 10 Club Default
Section A. If for any reason whatsoever the Central Cropper & Pouter Club goes out of existence, the President, Vice-President and Secretary/Treasurer only by a unanimous vote may transfer, auction or separate all of its funds and aquired assets. No one club officer may make this decision alone.
Section B. Club default may only occur due to bankruptcy, lack of support from the membership and the absence of all club officers. A transfer or merger with another organization does not meet the criteria for club default by the C.C.P.C. .
